Andrew Cannon is the Acting Chief Magistrate and Senior Mining Warden for South Australia. Under his leadership, the Court has adopted innovative policies for civil litigation including: fixed rate cost scales; court annexed mediation; court selected experts; a same-magistrate system of case flow management; a website for filing claims and encouraging prelodgement mediation; and directions hearings by telephone. In collaboration with others, he drafted the Magistrates Court (Civil) Rules 1992 and forms. His research reflects his active involvement with civil processes in lower courts. As well as his masters and doctoral theses, Andrew has published various articles on aspects of reform of civil processes in lower courts and is the co-author and editor of Cannon and Kleinig, Magistrates Court South Australia, Law Book Co. In 1999 he undertook a SA Law Foundation Fellowship study tour of Germany, the Netherlands, Belfast and Paris to investigate the role of lower courts in dispute resolution. More recently he has been involved in Therapeutic Jurisprudence and restorative justice programmes. Professor Andrew Goldsmith and Assoc Professor David Bamford have undertaken research of a pilot adult conferencing project for the Court. In conjunction with the Australian Association of Magistrates, Andrew initiated a research project with Professor Kathy Mack and Professor Sharyn Roach Anleu (Sociology) which resulted in a three year ARC Linkage Project grant, in collaboration with all Australian magistrates courts, to investigate ‘The Changing Role of the Magistrates Court’. Andrew is a board member of the Australasian Institute of Judicial Administration (AIJA) and convenes its national education committee. He is an adjunct Professor of Law and visiting lecturer at Westfälische Wilhelms-Universität Münter, Germany. Andrew established Falie Project Ltd, which organised the restoration and use of the historic community ship Falie, and is now on the board of the Tallships SA and the Australia Day Council of SA Inc.
